
The issue of procurement is an important and topical issue relating to Hull’s future economy.
There are major opportunities to use public sector procurement to drive economic regeneration, but there are also threats posed, particularly to local SMEs in the post-Gershon and new-PFI era.
Research by the respected New Economics Foundation suggests £1.76 worth of economic benefit is generated from every £1 a local authority spends with a local business, compared to 36p with a company from elsewhere. The multiplier effect for NHS spend is even higher at £2.21 for every £1 according to separate research.
‘Buying local’ is clearly a ‘win win’ situation. Local businesses do not want to win business from their local authorities or NHS Trusts because they are local, they want to win it because they are best placed to deliver, not just for the purchaser but also the local community in terms of more jobs and the associated socio-economic benefits.
Ultimately we want to see a bigger slice of public spending won by local businesses, both capital/regeneration projects and core revenue spend.
